the HCl is the hydrochloride salt of tetracycline. this molecule most likely has an amino basic moiety that can undergo an acid/base reaction with HCl to make the hydrochloride salt.

This is actually related to the term "free-basing". When talking about cocaine, which also has an amino group, it can be in aqueous solution as a hydrochloride salt. When it is "free-based", it means that it is deprotonated and precipitated as a powder.

When drugs are produced as hydrochloride salts it is done so that they are taken up by the body easier – they become water soluble. When they are free bases they are not very water soluble.
