Generally if it is for a problem in the eye then you will apply small amount on a Q-tip, place index finger at middle of lower lash line and pull open your lid, with the Q-tip swipe the ointment onto the lid margin and blink, blink, blink. It wil get every where in there and your vision will be blurry.

If it is an outer are that is affected then you will place small amount on Q-tip, and swipe onto needed area.
