Benzoyl peroxide is very harsh on the skin, as in drying, esp. at 10%. If you already have dry skin, I’ll recommend you don’t use Benzoyl peroxide wash since it tends to dry your skin. Try a cleanser/wash containing Salicylic Acid instead, for example, Neutrogena has a good line of daily cleansers containing Salicylic Acid. Anyways, if you plan to use the Benzoyl Peroxide, try your best to wear moisturizer that contains SPF, or even make up that contains SPF, if you wear make up, since Benzoyl Peroxide causes the skin to be more naked and prone to sun damage.
Anyways, to answer your question, GENTLY, in circular motions, with the tip of your fingers, scrub your face. It doesn’t matter how long you leave it for, but it’s recommended you just quickly scrub your face right after application to face. Moisturizer should be applied about 2-5 minutes after you wash your face to keep in moisture.

if it’s a cleanser, rinse your face with warm water. wash your face with circular motions for a minute or so. then rinse off. pat dry. apply correct toner/moisturizer to needed areas. if during the day, make sure you have spf.
